Ksiądz kanonik urodził się 14 marca 1932 roku w Pińsku na Polesiu.a Tata księdza kanonika zostaje aresztowany i osadzony w więzieniu. W lutym 1940 roku zostaje wywieziony przez NKWD i ślad po nim zaginie. Z pewnością stał się kolejną ofiarą terroru dokonywanego na polskich patriotach przez reżim stalinowski. „13 kwietnia 1940 roku nocą obudziło nas kołatanie do drzwi kolbami od karabinów” - tak wspomina ks. kanonik Rafałowski. „Pracownicy aparatu terroru, jakim było NKWD, nakazali nam opuszczenie domu. Zapakowano nas w bydlęce wagony, jak mówi ks. Rafałowski i przez kilka tygodni jechaliśmy w głąb Związku Radzieckiego, głodni i przemarznięci docieramy na Syberię”. Jak widać z krótkiego opisu, początki ks.Floriana były trudniejsze niź nasze źycie.
